The Judges of Reincarnation — also styled the Courts of Reincarnation — are the celestial bureaucracy sitting above the cultivation world of the Charlatan. They weigh the souls of the dead and reseed them into new lives, sometimes within the world and sometimes, the frame suggests, across the stitches of the Loom. It was a Judge of this court who processed the detonated soul that would one day become the Primordial God Skolar.
The court weighs the soul, stamps the sentence, and seals the memory. On this soul, only the last step failed.
Role in the world
The Judges administer death as an office administers paper: a soul arrives, is measured, is sealed, and is sent back down into a new body. To the living world their work is invisible; to the reader it is one face of a larger machinery. The court's most consequential case in the wiki is its handling of the Charlatan — a soul measured at the strength of a mid-stage Hegemon, sealed with two soul-seals, and reincarnated into a respectable family. The seals were meant to strip his memory. They did not. He kept every memory and every scrap of Dao knowledge, and rose reborn as a prodigy who would build his whole road on that failure.
Mechanics
The court's instruments are the soul-seal — a binding meant to wipe a pattern's memory before rebirth — and the sentence of reincarnation itself, the reseeding of a weighed soul into a new life. That a soul as heavy as the Charlatan's slipped both seals marks it, in the seed's reading, as a pattern too heavy to fully bind — the first sign of the trajectory that ends above the Loom.

That their one heaviest case became Skolar is the confirmed low end of the Spine.
